ROGERS, AR (KNWA) – Rogers Police Department is letting the community know about a Level 4 Sex Offender living within the city limits of Rogers.

The notification is part of department policy that officers must release information any time a level four offender relocates to the area.

Civin Everett Foster, a Level 4 registered sex offender, is currently residing at 1309 E. New Hope Road, Rogers, Arkansas. Foster was convicted of sexual assault in 2006 for engaging in sexual contact with 3 boys.

A Level 4 sex offender is defined as a “Sexually Violent Predator.” According to police, this can mean impaired judgment or control having sexual or violent compulsions and having limited or no ability to control them.

This may be due to pedophilia or other disorders of sexual attraction, mental illness or personality disorder which distorts ones thinking or otherwise interferes with behavioral control.

Under Arkansas law, a registered Level 4 sex offender can’t live within 2000 feet of any public or private elementary or secondary school, Public Park, youth center or day care facility.

Police say Civin Everett Foster is legally allowed to live at this location as the residence is outside the 2000 foot radius of the closest school.
