GOULD, AR – Circuit Judge Robert Wyatt, Jr. ruled on Wednesday that Harry Hall and Rosieanna Smith-Lee are ineligible to hold their positions as members of the Gould City Council.

In July, 2011, the Gould Citizens Advisory Council filed a lawsuit against Hall and Smith-Lee claiming both council members were holding their positions illegally, according to state law. Harry Hall is a convicted felon and Rosieanna Smith-Lee represents a ward in which she doesn’t live. According to Arkansas State Law, anyone with a felony is ineligible for election and you must live within the ward in which you are voted to represent.

When the GCAC initially filed the lawsuit, Hall told Fox16, “I paid the price. God forgave me, the judge forgave me, these people will not forgive me. That’s the problem. Its personal.”

This was Hall’s third term, but the first time a complaint about his criminal background arose.

“I don’t steal. I haven’t killed anyone,” said Hall in July, 2011. “I made a minor mistake back in the past but I’ve paid for it. I’m a good person.”

Hall and Smith ineligible to sit on the council effective immediately.
