EUREKA SPRINGS, AR – Carroll County deputies arrested a fugitive last week, and arrested the same man again this week.

Delbert (Butch) Phillips was wanted in Arkansas for violating the Hot Check Law, and in Illinois for two counts of Aggravated Criminal Sexual Abuse. Illinois authorities originally told Arkansas authorities they would not extradite Phillips, so he bailed out of jail.

On Tuesday, March 17, Illinois authorities changed their minds, and said they would seek his extradition. So Carroll County deputies looked for Phillips, and arrested him again in Eureka Springs.

Phillips appeared in court on Wednesday, and refused to waive extradition. He’s now in the Carroll County Detention Center. Phillips is being kept segregated from the rest of the inmates, because he told authorities he used to be a law enforcement officer in Oklahoma.
