Governor Beebe to Reduce 1 Inmate’s Sentence, Grant Pardons to 6 More

LITTLE ROCK, AR (News release) – Governor Mike Beebe today announced his intent to grant one commutation and six pardons. An additional 47 clemency requests were denied and 18 had no action taken upon them. These include requests from both inmates and non-inmates. 

Governor Beebe issued a notice of intent to grant a commutation of sentence to the following person from a term of 150 years to a term of 80 years in the Department of Correction:            
  • Gary Stahl (Grady): Manufacture, Delivery, or Possession of Marijuana and Methamphetamine, Possession of Firearms by Certain Persons, Simultaneous Possession of Drugs and Firearms. This notice is issued based on the length of time served by the applicant, who was convicted in 1997, and the facts surrounding the incident. There are no law-enforcement objections to the application. 
The six applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken. 

Governor Beebe intends to grant pardons to the following people:
  • Phillip Henderson (Shirley): Manufacture of Marijuana. This notice is issued based on the date of conviction (1998 – Van Buren County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.   
  • David Mayer (Headland, Alabama): Theft of Property. This notice is issued based on the date of conviction (2002 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations.There are no law-enforcement objections to the application.   
  • Charles R. McNany (Arkadelphia): Forgery, Residential Burglary, Theft of Property. This notice is issued based on the dates of conviction (1997 – Columbia County, Union County, Lafayette County), the fact that all terms of the applicant’s sentences have been completed and there have been no further criminal-law violations. The Lafayette County Prosecuting Attorney and the Columbia County Sheriff have objections to the application.   
  • John Pickartz (Ozark): Possession of Drug Paraphernalia. This notice is issued based on the date of conviction (1998 – Franklin County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application. 
  • Rennae Wilkerson Storment (Van Buren): Possession of Controlled Substances and Drug Paraphernalia. This notice is issued based on the date of conviction (1998 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has objections to the application.   
  • Michelle Bryan Whitaker (Saint James, Missouri): Possession of Methamphetamine and Drug Paraphernalia. This notice is issued based on the date of conviction (2002 – Greene County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations.  There are no law-enforcement objections to the application.
