LITTLE ROCK, AR — A man went to jail on Friday after reportedly getting too up close and personal with a stop sign on Kavanaugh.
Police arrested 35-year-old Tobby Hogans after a woman says she heard moaning coming from outside her window, and looked up to see what she politely described as Hogans “dancing” with the sign.
“Something was going on, drugs, mental, I don’t know. He was obviously having issues. When the cops pulled up, he seemed to calm down a little,” witness Erin Marks says.
Hogans was taken to the Pulaski County Jail where he was charged with public intoxication and attempting to influence a public servant, after police say he also threatened them.
