Medicaid Fraud Charges Filed Against Conway Woman and Daughter

FAULKNER COUNTY, AR – A Conway mother and daughter face a string of charges that include Medicaid fraud and exploitation in connection to a business that provided long term care for several patients.

Arrest warrants have been issued for Kathy Koone Hall, 48, and Melanie Ray Koone McCarty, 28, both of Conway.

The charges were outlined in a filing today by Cody Hiland, prosecutor of the Twentieth Judicial District of Arkansas, which includes Faulkner County.

According to the filing, Hall is facing a total of 19 counts, including 1 for failure to maintain medical records. Melanie McCarty faces a total of 8 counts (Medicaid fraud and exploitation).

Hall was executive director of My House, Inc. in Mayflower from Jan. 2011 through July 2013 and McCarty was employed as a case manager.

The warrant lists a total fraudulent Medicaid billing of more than $90,000.

The exploitation charges involve patient bank accounts and allege more than $65,000 was taken from them.
