ENGLAND, AR — The Lonoke County Prosecutor’s Office said no charges will be filed against the England officer who fatally shot a father after police said the father shot his son.
Jimmy Foreman was the man who shot his son. Neighbors said not many people knew Jimmy, but one neighbor said she did. She said she misses him dearly, but she doesn’t resent the officer for, in her words, “doing his job.”
“Every time I walk out my door I have to look at it (the home) and miss him,” said the neighbor who did not want to be identified.
The neighbor said she is proud to say she knew Foreman.
“He was a cranky old Scrooge to everybody, but to me, he was my friend,” she said.
Nearly three weeks ago, England Police said they got a domestic disturbance call at a Southeast Third Street home.
“We had three vehicles backed up right here. We had two vehicles and an undercover,” explains the neighbor.
When police arrived, officers said Foreman was gripping a pistol. His adult son Dwaine was already shot dead, lying on the ground. That’s when officials said they tried to diffuse the situation.
“Telling him, ‘Mr. Foreman put the gun down.’ He wouldn’t do it…at all,” said the neighbor.
Officers then took action.
“That’s when they shot him and then he just dropped,” she said.
The neighbor also knew the officer.
“That was the first time he(the officer) ever drew his gun, and that’s a sad thing to do. The first time you draw your gun, you got to use it. So I knew he was scared.”
The Lonoke County Prosecutor’s Office released a statement saying:
“I found that Officer John Siems was fully justified for using lethal force upon Jimmy Foreman. The evidence is consistent with the conclusion that Officer Siems was in fear for his life and others after Jimmy Foreman pointed a handgun at him.”
The neighbor has created a memorial for Foreman–a cross with his name.
“That’s the least I can do for ’em,” said the neighbor.
According to the neighbor, the father and son did not get along. Often, they’d argue to the point of getting physical. She said she cannot justify Foreman taking a life, but she said she hopes her memorial will help her get on with hers.
“I hope he doesn’t have anything to worry about and that he can look down and actually smile,” she said.
The County Prosecutor’s investigation included multiple witnesses saying Foreman did point his handgun at the Officer. Neighbors said they wish Foreman found another way to deal with the issues he had with his son.
