LITTLE ROCK, AR – A North Little Rock man is in jail after being arrested by Little Rock’s top cop.

Little Rock Police Department Chief Kenton Buckner made the collar in downtown after a man had taken a woman’s phone.

It happened shortly before noon near Capitol & Spring.

A police report noted that Carl Dotson, 33, was acquainted with the victim and had been trying to talk to her but she had refused him.

When he took her phone, the woman said she chased after him but he hit her on the neck and got away.

He made it to 4th & Louisiana, about a block away, before Chief Buckner stopped him.

Dotson is charged with robbery and theft of property.
