LITTLE ROCK, Ark. – Frank Scott Jr. made history Tuesday night as Little Rock’s first African American mayor elected by popular vote.
Frank Scott Jr. delivered his victory speech at Cajun’s Wharf around 8:30 p.m. Tuesday to a packed house.
Scott won the election with 58% of the vote.
